This acknowledges receipt of your letters of May 8, and September 17, 1986, by which you transmitted Revisions 9 and 9A to the San Onofre Nuclear Generating Station (SONGS), Units 1, 2, and 3, Physical Security Plan. We have reviewed the plan revision and have determined that portions of the plan changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. However, one portion was not acceptable as indicated in the attached enclosure. Accordingly, you are to follow your previously approved plan in regard to this item.

Based on a telephonic discussion on September 24, 1986, between R. Beatty of your staff and A. FkQueen of this office; we understand a plan revision will be submitted to restore the commitment deleted in Revision 9 as indicated in the enclosure. That revision will be reviewed upon receipt. Revised pages submitted with Revision 9A were found acceptable except for references to Revisions 10 and 11 on the list of effective pages. These revisions have not yet been reviewed for acceptability.

Should you want to pursue changing the security plan with respect to the change set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
