Dear Mr. Campbell:

.We are reviewing your requests of July 18 and 31, 1986, concerning the changes to the Technical Specifications of Arkansas Nuclear One, Unit 1, which would raise the reactor high pressure setpoint from 2300 psig to 2355 psig and increase the arming threshold for anticipatory reactor trip on turbine trip from 20% of full power to 45% of full power respectively. We request that you confirm our understanding that the Chapter 14 FSAR accident analyses were based upon a reactor high pressure trip setpoint of 2355 psig, and that these analyses are not based on the use of the Anticipatory Reactor Trip (ART) on Turbine Trip.

We also request that you confirm our understanding that the higher setpoint for reactor trip on high pressure in combination with the increased ART threshold will not increase challenges to the Main Steam Safety) Valves (MSSVs), as compare with initial plant design (i.e., 2355 psig and no ART.

In order to achieve our schedule, we need a response to our request by October 17, 1986.

If you cannot provide a response by that date, please provide a date for responding, and we will adjust our schedule accordingly.
