Dear Mr. Harrison:
On September 18, 1986, the Employee's Legal Project of Amesbury, Massachusetts held a press conference in Boston.
At that time, Sharon Tracy, director of the project, distributed an unsigned letter dated September 12 to Governor Dukakis which re-quested that he conduct an independent investigation of alleged safety violations at Seabrook.
We have summarized those alleged violations in a letter to Ms. Tracy, and asked that she assist the NRC in obtaining additional information regarding these allegations.
A copy of our letter is enclosed.
It is our understanding that New Hampshire Yankee has a copy of the information distributed by the Legal Project on September 18, and that you have begun an in-vestigation of the allegations described therein.
Please inform NRC Region I when you have completed yuar evaluation and include a summary of your investigation findings and any corrective actions deemed necessary.
Recently, Mr. Schuyler R. Mitchell, President of Computer Interference Elimination (CIE), made allegations concerning construction interferences and drawing deficien-cies at the Byrcn I plant in Illinois.
In a transcript of a meeting held between himself, the licensee (Commonwealth Edison), and NRC Region III, he identified Seabrook as another plant having construction interferences similar to those al-leged to exist at Byron I.
We understand that CIE has performed work at Seabrook during its construction, and that earlier this year Mr. Mitchell communicated to New Hampshire Yankee a differ-ing professional opinion related to as-built drawing errors.
Our senior resident inspector, Mr. Cerne, has discussed this matter with members of your staff, and it is our understanding that New Hampshire Yankee has completed an evaluation of Mr. Mitchell's concerns.
We request that you send us a summary of these concerns as well as your findings with respect to their resolution.
If desired, you may include your findings in the same correspondence that addresses resolution of the Legal Project's allegations.
