OIA RECOP9tENDATION BASED UPON INVESTIGATION OF THE FERMI PREMATURE CRITICALITY

Your memorandum of February 13, 1986 recommended (Recommendation #4) that procedures be developed such that future staff communications similar to those associated with the reporting of the Fermi premature criticality event be documented.
While I am concerned that your investigation of this event revealed confusion among the NRC staff in their recollections of the oral communications which took place, I do not conclude that this case has identified the need for requiring increased formal documentation (throughout the staff) of the variety of potentially significant issues which are discussed each day.
I want to encourage the frequent and open communication of information within the technical staff -- especially between site based Resident Inspectors and their supervisors in the Regional Offices.
I do not believe that an EDO procedure requiring the documentation of events and communications which could (later) prove to be important has great value beyond serving as an audit trail and it could have a deleterious impact on conduct of the staff's day-to-day business.
The specific case of actions and communications relating to the Fermi event (Reconsnendations 1, 2, and 3) is currently being reviewed by staff management.
Appropriate actions, if any, will be taken following completion of this review.
You should be aware that at this point in our analysis of this issue we believe that our conclusions on this case go beyond the conclusions contained in the OIA report.
