Response to Region I Inspection
Nos. 50-245/87-02, 50-336/87-02 and 50-423/87-03
In a letter dated April
10,
1987'23,
the NRC Staff informed
Northeast Nuclear Energy Company (NNECO) as to the results of
their routine physical security related inspection conducted at
the Millstone Nuclear Power Station on January 27-29,
1987.
Reference (1) stated that one of our activities was not conducted
in
full
compliance with NRC
requirements.
Pursuant
to
the
provisions of 10 CFR 2.201, NNECO hereby provides the following
response to the " Notice of Violation" contained in Reference (1).
NOTICE OF VIOLATION:
states,
in
part,
that
when
Safeguards
Information is left unattended, it shall be stored in a locked
security storage container.
Licensee Administrative Control Procedure ACP 7.11,
dated June
28, 1985 and titled, " Control of Safeguards Information" states,
in part, in paragraph
6.1.4.3,
that safeguards Information will
be stored in accordance with the requirements of 10 CFR 73.21.
Contrary to the above,
at 12:28
p.m.
on January 29,
1987,
a
licensee designated Safeguards
Information
security
container
'
containing Safeguards Information, located in an office complex
in the site protected area, was found unlocked and unattended.
NNECO RESPONSE:

NNECO agrees with the inspection finding.

violation appears to be that the container in question (a file
cabinet)
was'
being
used
to
store
both
Safeguards
and
non-Safeguards .Information.
The individual responsible for'the
repository supervises several - departments,
including ~ security,
and maintained'a variety of material in the repository.
The need
for frequent access to non-Safeguards Information resulted in the
repository being accessed routinely.
On .the - date in question,
through_an oversight on the part of the two individuals working
in the repository, it was left unlocked and unattended.
Corrective Action-
The Safeguards Information repository was immediately locked upon
identification of the violation.
The individual-responsible for
the repository was advised of the violation ud was requested to
'
inventory the contents to ensure that safeguards Information had
_not been removed.
The results of the inventory indicated that
the contents of the repository had not been disturbed and that
no Safeguards Information was missing.
Actions to Prevent Recurrence -
All
Safeguards
Information
contained
in
the
repository
in
question was subsequently relocated to a designated repository in
the main of fice area, which is used exclusively for storage of
l.
Safeguards Information.
The
file
cabinet identified in the
violation
is- no
longer
being
maintained
as
a
Safeguards
Information repository.
We
trust
that
the
above
information
addresses
the
concerns
identified in Reference (1).
