INTERIM APPROVAL OF FATES 3B FUEL EVALUATION MODEL TheNRCconsultant,BattellePacificNorthwestLaboratories(PNL),has completed their review of the FATES 3B fuel evaluation model as described in the. Combustion Engineering, Inc. topical report CEN-161(B)-P Supplement 1-P,

" Improvements to Fuel Evaluation Model," dated April 1986. This topical report was submitted to the Connission for review and approval as the fuel model for the forthcoming Unit 1 Cycle 9 through your letter dated May 9,1986 as supplemented by your October 21, 1986 letter.

PNL has reported that the FATES 3B methodology is acceptable and that all outstanding issues have been resolved. The Connission concurs in the finding that the FATES 3B fuel evaluation model is acceptable for Unit 1 Cycle 9 use.

This letter shall serve as interim approval of the FATES 3B fuel evaluation model until final issuance of our staff's safety evaluation and its associated PNL technical evaluation report.
