Dear Dr. Murley:

South Carolina Electric & Gas Company (SCE&G) submits the attached NDE Relief Request to the Inservice Weld Inspection Program (GTP-303) for the Virgil C.

Summer Nuclear Station, Unit No. 1.

This relief request would provide an alternative to the ASME Code Section XI requirements (Table IWC-2500-1) for performing a volumetric examination of channel shell section-to-flange weld and the channel shell section-to-head weld for the Letdown Reheat and Seal Water Heat Exchangers.

This alternative to the ASME Code Section XI is also required for the head-to-shell and seal ring assembly-to-shell welds of the Reactor Coolant and Seal Water Return Filters. An alternate testing method from IWC-2500-1 Category C-A is necessary because the thickness of the material utilized for the construction of these components (.1875" or less) is such that meaningful results cannot be expected with present " State of the Art" ultrasonic examinations.

Enclosed is the application fee of one hundred fifty dollars ($150.00) required by Title 10 of the Code of Federal Regulations, Part 170.

C1.20 EXAMINATION REQUIREMENTS:

Table IWC-2500-1 Category C-A of the 1977 Edition through Summer 1978 requires a volumetric examination of the described vessels' head-to-shell and flange-to-shell welds, including }" beyond each of the two weld metal edges.

JUSTIFICATION FOR RELIEF:

The thickness of the material utilized for the construction of these components (.1875" or less) is such that meaningful results cannot be expected with present " State of the Art" ultrasonic examinations.

ALTERNATIVE EXAMINATION:

These welds will be examined using surface and visual techniques.

Should ultrasonic methods and techniques become available which would enhance and improve the ultrasonic examinations, such methods and techniques would be employed.
