NRC letter dated April 24, 1987 stated that GPUN had committed to completing a Level 1 PRA by June 30, 1986. GPUN agrees that we are committed to completing a Level 1 PRA, but do not agree that we were committed to completing the PRA by June 30, 1986.
By letter dated February 22, 1984, the NRC requested GPUN to comment on draft license conditions proposed to be issued for Restart. One of the draft proposed license conditions specified completing a PRA and left blank the date for completion. By letter dated March 5 and March 6,1984, GPUN proposed a June 30, 1986 completion date for the PRA that would have been operative if the license conditions had been issued. They were never issued.
GPUN did not consider the June 30, 1986 date to be a commitment absent a license condition requiring the PRA to be completed, therefore the completion date was not updated.
Nevertheless, GPUN intends to complete the PRA. We expect to be able to make it available to the NRC within 6 months.
We agree that the NRC review of the PRA should be non-fee bearing.
Unless the PRA is specifically referenced by GPUN in conjunction with technical specification changes or required NRC reviews, we object to any fees related to the PRA review.
Further, where the PRA is used as a reference, only review of those portions of the PRA specifically referenced should bear fees.
