CONDENSATE WATER STORAGE TANK LEVEL INDICATION l
This correspondence' is in reply to your; letter of March 21, 1987-concerning the Condensate Storage Tank level indication pnd low-low: level alarm..During the 6R refueling outage, you had upgraded the Condensate'_ Storage Tank ' level indication in accordance with the Regulatory Guide 1.97-requirements for Category 1 variables. However, upon startup, the new sensors proved to be -
subject to oscillation-which results in a more unstable leve1' indication than the previously' installed non-safety grade level indication. For this reason,
' GPUN intends to use the-original level indication for Cycle 6 and has committed to provide-improved level indication capability, meeting the requirements of Regulatory Guide 1.97, by the end of Cycle 7 refueling outage. Since a majority of the plant modifications necessary to meet Regulatory Guide 1.97 are scheduled for completion during the Cycle 7

refueling outage, the proposed schedule for upgrading the condensate water i
storage tank level indication is acceptable to the NRC.
1 However, as a separate matter, one of the conditions imposed as a result of I
the restart hearings on TMI-1 was that GPU upgrade the Condensate Storage Tank low-low level alarm to safety grade during the 6R refueling outage. GPU 2
completed the modifications during the 6R outage using the same differential l
pressure sensors installed for the upgraded condensate water storage tank level indications. Thus, the low-low level alarm is subject to the same level 1
oscillations. Although subject to inaccuracies, the system is designed to safety grade requirements and GPU thereby claims to have satisfied the restart conditions.
The NRC agrees that the term " safety-grade" by itself does not require a given system accuracy. Therefore, GPU is complying with the written requirements of 4
the restart conditions. However, the intent of the restart condition was to have a reliable low-low level alarm with reasonable accuracy so that the operator could take appropriate action to switch the source of water for emergency feedwater before the condensate water storage tanks go dry. After' discussions between your staff ar.d the NRC, we have the following understanding about your system:

The. level indication oscillations under normal operating conditions _ are not large enough to cause a low-low level alarm with the tank at normal operating levels.

The level oscillations are of such a nature that if a low-low level alarm is received it will be received before actual levels reach unacceptable values. Thus, early operator warning of low condensate inventory is still assured.

GPU will take appropriate action if a low-low level alarm is received even with the known level oscillations.
Based on these three factors above, the NRC staff agrees that the current low level alarm meets the spirit, intent and written requirements of the restart orders for the interim. However, we also agree that the permanent solution involves fixing the level indication problems in a timely schedule. Your March 21, 1987 letter commits to advising the NRC of your solution by June 1987.
