Gentlemen:
This refers to the special safety inspection conducted by Mr. Ray S. Love of
this office on May 27 through October 22, 1986, of activities at Byron Station,
Units 1 and 2 authorized by NRC Operating License No. NFP-23 and NRC
Construction Permit No. CPPR-131 and to the discussion of our findings with
Mr. V. Schlosser and others of your staff at the conclusion of the inspection.
This special inspection of your licensed activities was conducted as a result
of allegations and concerns received from numerous sources relating to
safety-related electrical work. This inspection consisted of an examination
of pertinent procedures, records, specification, and observations of work
activities, and interviews of personnel.
Based on the results of this special inspection, we are evaluating enforcement
options. You will be notified in subsequent correspondence as to the resolution
of this issue.
In accordance with 10 CFR 2.790 of the Commission's Regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
