SUPPLEMENT 1 T0 h0 REG-0737 - REQUEST FOR MODIFICATION OF COMMISSION ORDER DATED JULY 5, 1985 By letter dated May 5, 1987 you requested that we extend the completion date for the item contained in the Conmission Order dated July 5,1985 Specifically, you requested an extension in the date for implementation of the Upgraded Energency Operating Procedures (EOP) from prior to startup of cycle 19 operation to one year after NRC approval of Yankee's Procedure Generation i

Package (PGP).

This extension was made in response to discussions with the staff, such that NRC review of the PGP could be completed prior to implementation of the E0Ps that are based on this document. The twelve months were requested to allow for incorporation of any changes to the E0Ps resulting i

from the PGP review and for operator training.

The staff agrees that the PGP should be approved prior to implenentation of the E0Ps. Our review is presently scheduled for completion in the fall of this year. The staff also notes that your next refueling outage is scheduled t

for late fall 1988. Therefore, in accordance with the terms of the July 5, 1985 Conmission Order, we conclude that there is adequate justification for modification of the Conmission's Order and hereby grant the requested delay.

The completion date shown in the July 5,1985 Order for implementation of tbc E0Fs is extended until prior to startup of cycle 20 operation.
