Request for Schedule Extension - Implementation of upgraded E0Ps
Dear Ms. McKenna:
Pursuant to Part V of Reference (b), we request a schedule extension for the implementation of upgraded Emergency Operating Procedures (EOPs) which are presently required to be implemented prior to the startup of Cycle 19 The basis for this extension request is our recent discussions with USNRC personnel from Region I and NRR, Reference (c). Since Yankee has developed E0P's that are unique and the NRC has not had sufficient time to review and approve the Procedures Generation Package for them (Reference (d)), it was decided to delay implementation. Yankee believes that these procedures advance the state of the art in emergency response and is most anxious to implement them as soon as NRC's review is complete. Yankee is prepared to fully explain the philosophy behind and the details of the E0P's to assist NRC in their review.
In accordance with the above, Yankee requests that it be granted a schedule extension for the implementation of upgraded E0Ps from prior to the startup for Cycle 19 operation to one year after NRC approval of Yankee's Procedure Generation Package. This schedule extension is necessary to allow Yankee h[4 sufficient time to incorporate any changes into the upgraded E0Ps resulting from the review and to train operations personnel on the revised procedures A payment fe~e of $150.00 is enclosed for this request.
