Gentlemen:
This refers to the routine safety inspection conducted by Messrs. M. Jordan,
R. Kopriva, J. Mueller, and D. Butler of this office on October 8 through
November 17, 1986, of activities at LaSalle County Station, Units 1 and 2,
authorized by Operating Licenses No. NPF-11 and No. NPF-18 and to the
discussion of our findings with Mr. G. Diederich at the conclusion of the
inspection.
The enclosed copy of our inspection report identified areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examir:ation of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Inspection Report (Paragraph
4). A Notice of Violation has not yet been issued and no response is required
at this time because the possibility of escalated enforcement is being
considered at this time. You will be notified by separate correspondence of
the results of this review.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC's Public Document
Room.
