Combined Inspection Report N a 50-317/86-20; 50-318/86-20

This transmits the November 3-7, 1986 special announced safety inspection findings

by Messrs. S. A. McNeil and R. M. Perfetti of the Office of Nuclear Reactor Regu-

lation at the Calvert Cliffs Nuclear Power Plant, Lusby, Maryland.

Those findings

have been discussed with Mr. J. Lemons and others of your staff during the course

of and at the conclusion of the inspection.

The areas examined during this inspection are described in the NRC Region I In-

spection Report which is enclosed with this letter.

Within these areas, the in-

spection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspector.

Based on the results of this inspection, an apparent violation of NRC requirements

was noted, as set forth in the Notice of Violation, enclosed herewith as Appendix

A.

This violation has been categorized by severity level in accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C.

The enclosed report also includes observations that may result in other enforcement

actions; these potential enforcement findings, referred to as unresolved items in

the report, will be followed by Mr. S. A. McNeil, Project Manager, Office of Nuc-

lear Reactor Regulation.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.

In accordance with 10 CFR Part 2.790 of the Commission's regulations, a copy of

this letter and the attached enclosures will be placed in the NRC's Public Document

Room.
