NRC Combined Inspection Report 50-317/86-11, 50-318/86-11
This transmits the July 1 - August 31, 1986, resident inspection findings by Messrs.
T. Foley, D. Trimble, and others at the Calvert Cliffs Nuclear Power Plant, Lusby,
Those findings were based on observation of activities, interviews, and
document reviews, which have been discussed with Mr. Lemons of your staff.
An apparent violation of NRC requirements is noted in Detail 8 of this report and
is categorized under the revised NRC Enforcement Policy, 10 CFR 2 Appendix C.
This
licensee identified violation is for isolation of MSIV Accumulator Valves.
In ac-
cordance with Part 2 Appendix C(V)(A), we are not issuing a Notice of Violation
at this time.
That decision is contingent upon your taking corrective actions to
prevent recurrence within a reasonable time.
This inspection also identifies, in
Detail 3, an NRC concern regarding operator awareness.
Discussions between our
resident inspector and your staff have not, so far, identified completion of your
planned corrective actions, or of equivalent ones.
Please provide to our inspector
a schedule of completion for your corrective actions.
