Gentlemen:
This refers to the inspection conducted by Mr. A. B. Earnest of this office
during the period April 13-16, 1987, of activities authorized by NRC Operating
License NPF-47 for River Bend Station, and to the discussion of our findings
with you and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included physical barriers protected
area (PA), compensatory measures, access control
packages, access control -
vehicles, records and reports, alarm stations, security systems power supply,
training and qualifications, lock and key control, assessment aids, and
physical barriers - vital areas (VA). Within these areas, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the NRC inspector.
The
inspection findings are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified, however, you are requested to respond, within 30 days of receipt of
this report, to requests for clarification in paragraphs 3 and 5 regarding
fitness for duty and access control levels.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 3 of the enclosed report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
The response requested by this letter is not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
Act of 1980, PL 96-511.
