Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(INSPECTION REPORT NOS. 50-325/87-11 AND 50-324/87-11)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. H. Ruland on April 4 - May 4, 1987. The inspection included a review

of activities authorized for your Brunswick facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection fir,dir.gs indicate that certain activities appeared to violate

NRC requirements. This matter regarding four hour reports was identified to

you at the exit interview as an unresolved item. Subsequently, the unresolved

item has been upgraded to a violation as a result of further management

discussions in the Region !! office. This is the third example of late four

hour reports within the last three months. Appropriate management attention

to this matter is required. The violation, references to pertinent

requirements, and elements to be included in your response are described in the

enclosed Notice of Violation.

Your attention is invited to the unresolved item identified in the inspection

report. This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2

Title 10 Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room, i

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the 1

Paperwork Reduction Act of 1980, PL 96-511.
