SUBJECT:

DUKE POWER COMPANY'S CATAWBA UNIT 2, DOCKET NO. 50-414, STATUS OF FACILITY COMPLETION Based on the implenientation of the prescribed NRC inspection program and other related inspection activities, we have detennined that construction and pre-operational testing of Catawba Unit 2 has been completed in accordance with the FSAR, other docketed commitments and regulatory requirements. Included in the Region II assessment was the review of the draft Catawba Unit 2 Low Power License dated February 3,1986, and of the Duke Power Company letter requesting exemptions for Catawba Unit 2 dated January 21, 1986. Region II has no issues with regard to these two documents. We requested and received from Duke Power Company (DPC) the status of completion letter dated January 24, 1986, and supplement dated February 10, 1986. The letters are acceptable and consistent with our findings. We have reviewed DPC's preoperational and startup test schedule to full power operation and find it acceptable. We will follow these activities and keep you apprised of our findings during this period.
