SUBJECT:

DUKE POWER COMPANY'S CATAWBA UNIT 2, DOCKET NO. 50-414, STATUS OF FACILITY COMPLETION Based on the implementation of the prescribed NRC inspection program and other related inspection activities, we have deterinined that construction and pre-operational testing of Catawba Unit 2 have been completed in accordance with the FSAR, other docketed comitments and regulatory requirements with the exceptions listed in the enclosures. Region 11 notes the draft Catawba Unit 2 Low Power License, dated December 26, 1985, and the Duke Power Company *.etter requesting exemptions for Catawba Unit 2, dated January 21, 1986. We requested and received from Duke Power Company the status of completion letter dated January 24, 1986.

The letter is acceptable and consistent with our findings. Therefore, the enclosures to this memorandum are recomended for enclosure to the draft lor power license for Catawba Unit 2.

Region II is presently scheduled to send to NRR our recommendations for issuance of a low power license on February 12, 1986.

A. The licensee will complete to the satisfaction of NRC Region II, the following Construction Deficiency Reports (50.55e items) and Part 21 identified items:

1. Complete modification to provide proper clearances of NCX 750'and NCX 1200 batteries (CDR 85-07/PSS). e

2. Implement corrective action relative to Diesel Generator 2B bearin'g .
