SUBJECT:

MILLSTONE NUCLEAR POWER STATION, UNIT 3 LOW POWER LICENSE RECOMMENDATION I and the Region I staff recommend the issuance of a Low Power Operating License for Millstone Unit 3. This recommendation is based upon the Region I ,

evaluation documented in the attached Initial Operating License Review Report, and especially upon the following:

1. We have concluded that the Northeast Nuclear Energy Company is essentially ready to load fuel at Unit 3 and is capable of operating the plant safely at low power.
2. The construction and preoperational testing inspection programs have shown that the Millstone 3 plant has been constructed substantially

. in conformity with the construction permit and the application as amended, the provisions of the Act, and the rules and regulations of the Commission, as required by 10 CFR 50.56(2)(1) and (2).

3. Each Region I professional was requested by memorandum dated May 2, 1985 to identify any unaddressed safety concerns which he or she might have concerning Millstone 3. One inspector expressed concerns about adequacy of certain limit switches and about safety classifications of equipment. This inspector has since stated that his concerns have been satisfied by subsequent inspections. No other concerns were identified. A subsequent polling of Region I professional employees in November 1985 identified no unaddressed safety concerns. g; Other significant elements of this recommendation includer:

The evaluation is based upon over 18,000 NRC field inspection hours.

As-built inspections have found good conformance between the facility, the Technical Specifications, the FSAR, and the SER.

Region I independent NDE examinations la 1983 and 1985 have a demonstrated acceptable welding and welding control. (A weakness in one vendor's NDE has received appropriate corrective action.)

The applicant's QA program for Millstone 3 has assured a high quality of construction.

Denton 2 NOV 2 31985 Resolution of significant construction deficiencies and completion of required facility procedures can acceptably be reviewed prior to significant startup milestones (i.e., fuel load, initial criti-cality, power ascension) and license conditions are be.ing recom-mended for such items. The applicant appears to be applying the resources needed to complete these items as currently planned.

About 26 allegations have been received concerning Millstone 3.

Field inspection has been completed on almost all allegations.

No safety inadequacies have been identified.

The following is planned to evaluate the licensee's performance during operations.

As part of routine inspection, conformance to license conditions and Technical Specification requirements for operational staffing (in-cluding advisors) will be reviewed upon license issuance and fre-quently thereafter.

The effectiveness of licensee conduct of power operations will be evaluated during a special team inspection late in the power ascension program and/or early ,in the period of subsequent power operation.

In conclusion, I find that Millstone 3 has been constructed substantially in accordance with Construction Permit CPPR-113, the FSAR, and NRC requirements.

t I also find that, subject to the license conditions proposed, Northeast Nuclear Energy Company is ready to safely operate the facility at low power.
