REQUEST FOR ADDITIONAL It!FORitATION hNRICO FERMI P0llER PL ANT, Uf;IT h0.1 By letter dated May 22, 1906 we requested environmental information to, support-your proposed 40-year extension of the " Possession-Only" license,(License No.

DPR-9) for Fermi Unit No. 1. By letter dated September 15,.1986 you stated than an Environmental Impact Statement (EIS) is not needed. You stated that no significant environmental inpact wculd be involved in the proposed extension and that it does not irclude decomissioning as stated in 10 CFR 51.20(b)5.

Notwithstanding your rosition regarding the appropriateness of an EIS, we wish to reiterate that the requirement of 10 CFR 51.20(b)(5) is rot dcpendent on whether ttcre is a significant environmental impact or not. An' amendment which authorizes decomissioning of a nuclear power reactor requires an FIS. Uc consider that the proposed 40-year extension of your current possession only authority invcives a SAFSTOR portion of a decomissioning action. In addition, 10 CFR 51.41 provides that the Comission may require an applicant for a renewal of a license to sutnit such information to the Comission as may be useful in aiding the Comission in complying with Section 10P(2) of NEPA. Your application involves both deccmissioning and a renewal of a license. On both these bases, you are again requested to furnish the environmental information requested in our May 22, 1986 letter. Please provide such information by March 15, 1987.
