May 22, 1986 Docket No. 50-16 Mr. Wayne H. Jens, Vice President Nuclear Operations Detroit Edison Company 6400 North Dixie Highway Newport, Michigan 48166

Dear Mr. Jens:

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION

Reference:

Enrico Fermi Atomic Power Plant, Unit No. 1 By application dated May 17, 1985 you requested a 40-year extension of the

" Possession Only" license (License No. DPR-9) for Fermi Unit No.1.

On February 27, 1986 we requested additional information for which you scheduled a response by July 15, 1986.

~

We have now determined that we must prepare an Environmental Statement (ES) as required by 10 CFR Part 51.20 for your proposed license amendment as it involves decommissioning. Therefore, please submit information, as outlined in 10 CFR Part 51.45(b), to us in order that we may develop an ES. A copy of the draft ES (DES) for Humboldt Bay Unit No. 3 Decommissioning is provided for your information and guidance.

You will note that the enclosed DES includes a discussion of fuel stored on site. Since there is no fuel stored at Fermi 1, that part of the DES would not be applicable.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not requ. red under P.L.96-511.

We request your response by September 15, 1986.

Sincerely, 8605300181 860522 PDR ADOCK 05000016 Herbert N. Berkow, Director P
