Vice President, Nucler Operations Public Service Company of Colorado Post Office Box 840 Denver, Colorado 80201-0840
Dear Mr. Williams:
SUBJECT:
PERFORMANCE ENHANCEMENT PROGRAM RESPONSE TO FINDING 4-10 0F THE 1984 NRC ASSESSMENT REPORT We have reviewed your submittal dated July 23,1986(P-86480)concerning the response of the Performance Enhancement Program to Finding 4-10 of the 1984 NRC Assessment Report. We have evaluated this response and find it remains unacceptable.
Your response is unacceptable primarily because it fails to clearly demonstrate that operating personnel, under the direction _ of the Shift Supervisor, are actively involved in assuring the functional acceptability of equipment being returned to service (see the enclosed Safety Evaluation).
We request that you revise and resubmit your response within 30 days of the date of this letter.
The information requested in this letter affects fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.
Sincerely, Original signed by Kenneth L. Heitner, Project Manager Standardization and Special Projects Directorate Division of PWR Licensing-B Office of Nuclear Reactor Regulation
