By letters dated November 19, 1985 and January 24, 1986, we requested your Corporation to remit a $150 application fee for your March 15, 1985 application for changes to the Licensed Operator Requalification Train-ing Program for the Crystal River 3 Nuclear Generating Plant. The review of your March 15, 1985 changes, as supplemented by several letters dated July 23, 1985, is addressed by the ONRR review staff in their letter and SER to you dated June 12, 1986. The ONRR staff have resssessed their fee position with respect to this application and have reconfirmed their previous position that review of your application is subject to fees under 10 CFR 170 because it included changes to your previously approved program. Your Corporation was notified by Generic Letter 84-14 dated May 11, 1984, that changes such as yours to operator requalification training programs should include the appropriate fee.
Based on the above, your Corporation will be billed for all review costs incurred for the review of your program through June 21, 1986 on your next invoice which we expect to issue in two weeks. Consequently, you need not remit the previously requested $150 application fee.
