Routine Safety Inspection 50-245/87.-05 (4/14/87 to 5/18/87)
This letter transmits the report of the above subject inspection of Millstone Unit
1 by Mr. G. Grant of this office.
The inspection findings have been discussed with
Mr. S. Scace of your staff.
Based on this inspection, it appears that the two activities set forth in the
Notice of Violation enclosed as Appendix A were not conducted in full compliance
with NRC requirements.
These violations have been categorized by severity level
in accordance with 10 CFR Part 2, Appendix C, the " General Statement of Policy and
Procedure for NRC Enforcement Actions." You are required to respond to this letter
and, in so doing, should follow the instructions in Appendix A.
The violations in Appendix A, along with other amendment and exemption request de-
lays, indicate a potential generic problem with timely processing of license action
requests.
In addition to the required violation response, please assess this con-
cern and notify me of your findings and any planned corrective measures within 90
days of receipt of this letter.
