This is in response to your January 9, 1986 letter which transmitted the
" Plan to Control the BVFS-2 Fuel Building for Temporary Storage of Fuel" for NRC review and approval.
We have reviewed the Plan and find that most sections of it need to be expanded to provide an adequate level of detail. To achieve the required level of detail, we recccinend that you follow USNRC, Regulatory Guide 5.59, Revision 1, dated February 1983, Part II, pages 37-60.
Also, enclosed are sctne specific ccanents relative to your sutmittal.
We have detennined that the enclosure to this letter and the enclosure to your letter of January 9, 1986, con ta i n information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d) (1), such information is desned to be ccmnercial or financial infonnation within the meaning of 10 CFR 9.5(a) (4) and shall be subject to disclosure only in accordance with the provisions of 10 CER 9.12.
