Dear Mr. Martin:
Response to Request for Additional Information The Omaha Public Power District received Reference 4, requesting additional information regarding the OPPD program to accomplish Action Items b through d of Reference 2.
Specifically, the step-by-step program to verify the switch settings was not described. OPPD provided our proposed response informally to Region IV personnel and a telephone conference was held.
This was done to en-sure that the program description was responsive to the request for additional information. Minor additions were made as a result of the telephone call, which are reflected in the attachment to this letter.

ATTACHMENT The valves defined within the scope of the Bulletin were identified as HCV-311, HCV-312, HCV-314, HCV-315, HCV-317, HCV-318, HCV-320, and HCV-321. The valves within the scope of the Bulletin function in the high pressure safety injection system. The following steps outline the steps taken and to be taken to imple-ment a program at OPPD to accomplish Action Items b through d of the Bulletin.

In September of 1985 Limitorque Corporation was contacted and request-ed to provide the design thrust opening and closing the valve for each of the valves to be tested during the 1985 refueling outage. Using the data provided by Limitorque and with the assistance of MOVATS personnel, a procedure was established which was used during the 1985 outage.

Through the use of the M0 VATS System each valve was tested for correct switch settings. Testing of each valve included:
A.
Verification of the valve operator - Each valve was inspected to verify the Limitorque purchase order and serial numbers supplied by OPPD to Limitorque Corp. were accurate and that the wiring of the operator matched the current wiring diagram.
B.
Torque Switch Balance - The displacement of the spring pack was measured with the torque switch setting the same in the open and close directions.
If the torque switch was out of balance, the switch was balanced if it had the manufactured balancing capabil-ity.
For valves without the balancing capability the test was continued to determine if the target thrust open and close could be achieved.
If the target thrust could be achieved, the torque switch was left as is and the testing completed.
If the target thrust could not be achieved, the torque switch was replaced.
NOTE:
For the eight valves defined within the scope of the Bulletin, seven of the eight valves did not have the manufactured balancing capability. However, all seven did achieve the target thrust open and close, and thus were not replaced.
C.
Setting of the open and close torque switch - The nominal thrust in the open and close directions were calculated to be the mini-mum design thrust (supplied by Limitorque) plus 25%. The target thrust was +10% of the nominal value.
The settings were then changed to achieve the target thrust.
D.
Verification of proper torque switch bypass limit - The stroke time from disk unseating was measured and the torque switch bypass limit was set at 10 to 15% of the stroke time.
E.
Adjustment for backseating - Each valve was monitored to detect any backseating.
If backseating occurred, the switches were adjusted to correct the problem.
For the two valves that were found to be backseating, no degradations (e.g., damage to valve housing, bent stem, etc.), were noted in the M0 VATS analysis reports.

F.
Monitoring of the motor current - The motor current was monitored while the valve stroked open and close.
Each trace was noted for any unusual in-rush or high running current.
NOTE: All valves tested were found to have no significant in-rush or high running current.
G.
Further analysis of the signatures - Each portion of the test developed a trace that was stored on a bubble memory and sent to M0 VATS Inc., for further analysis. The test results were then reviewed and any corrective action recommended were taken.
i A summary of the results is found in Table 1.

A procedure for the use of the MOVATS MCC Test System to determine the threshold value at no-load conditions will be written. The procedure will be performed during the 1987 refueling outage.

During the 1987 refueling outage currently scheduled for March of 1987, the baseline data that was collected during the 1985 outage, (as detailed in Item 2 above), will be verified by monitoring the stroke of the valve with the M0 VATS system.
5.
Through the use of the MOVATS MCC test system, the valve will be monitored at the MCC to determine if the threshold value is being exceeded while there is pressure across the valve.
