REPORT NO. 50-302/87-09

Thank you for your response of April 24, 1987, to our Notice of Violation,

-

issued on March 27, 1987, concerning activities conducted at your Crystal . River

,

facility.

We have evaluated your response and found that it meets the

requirements of 10 CFR 2.201.

We will examine the implementation of your

corrective actions during future inspections.

In regard to the statement made in your response to Item C of the Notice that a

review of flagged whole body counts will be conducted within two working days,

we believe a review and evaluation of flagged values should be performed prior

to allowing entry of a person into the plant radiation control areas, since a

flagged value could represent results for an individual who neared or exceeded

10 CFR Part 20 internal exposure limits.

Also, in regard to your response to Item C of the Notice that increased

background was caused by deposition of naturally occurring radioactive material

within the individuals, the following points should be made:

1) routine

background counts (which were not being conducted) would be necessary to

demonstrate changes in background radioactivity levels as suggested; 2) the

differences in whole body count analyses among the three inspectors who were

analyzed during the same time period would not be explained by a general

increase in background activity; and 3) the radionuclides flagged were not

identified as natural background isotopes.
