.s SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDPEt:T f;C. 6 T0 GPERATING LICENSE NO. NPF-47 KANSAS GAS & ELECTRIC COMPANY KANSAS CITY POWER AND LIGHT COMPANY KANSAS ELECTRIC POWER COOPERATIVE, INC.
WOLF CREEK GENERATING STATION DOCKET N0. 50-482 INTRODUCTION By letter dated September 10, 1986, Kansas Gas & Electric Company (the licensee) requested changes to Sections 6.2.3 and 6.5.2.2 cf the Technical Specifications for Wolf Creek Generating Station.
EVALUATION The licensee proposed to change the reporting relationship of the Independent Safety Engineering Group (ISEG), as described in Section 6.2.3.
Instead of reporting to the f!anager Nuclear Safety, the ISEG now would report to the Chairman Nuclear Safety Review Comittee.
The licensee, by letter dated October 31, 1986 delineated the minimum qualifications for the position of Chairman Nuclear Safety Review Committee. These qualifications meet the guidelines of NUREG-0737 and the Westinghouse Standard Technical Specifications for the official to whom the ISEG reports.
We, therefore, find this chance acceptable.
The licensee also proposed to change the title itanager Nuclear Safety to Manager Analysis Services. Because this is a title change only and involves no changes in overall organizational comitrents or individual job responsibilities, we finds this change acceptable, i
l ENVIRONMENTAL CONSIDERATION I'
This amendment involves changes in recordkeeping, reporting or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFP. 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assess-ment need be prepared in connection with the issuance of this amendment.

The Commission made a proposed determination that the amendment involves no significant hazards censideration which was published in the Federal Register (51 FR 36092) on October 8,1986, and consulted with the state of Kansas.
No public comments were received, and the state of Kansas did not have any comments.
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
