Dear Mr. Denton:

The purpose of this letter is to transmit three original and 40 conformed copies of an amendment to Pacility Operating License No. NPP-42 for Wolf Creek Generating Station, Unit No.1.

The application for amendment revises Wolf Creek Generating Station, Unit No. 1, Technical Specifications 6.2.3 and 6.5.2.2 to refloat a reporting relationship change for the Independent Safety Engineering Group and a title change for the Manager Nuclear Safety. The proposed changen to the Technical Specifications are provided in Attachment III. A complete Safety Evaluation and Significant Hazards Consideration are provided in Attachment I and II respectively.

In accordance with 10 CPR 50 91, a copy of the application, with attachments, is being provided to the designated Kansas State Official.

Eholosed is a check (No. 2387) for the $150.00 application fee required by 10 CFR 170.21.

The proposed revision to the Wolf Creek Generating Station Technical Specifications will be fully implemented within 30 days of formal Nuolear Regulatory Commission approval. If you have any questione concerning this matter, please contact me or Mr. O. L. Maynard of my staff.

Attachment I to KMLNRC 86-164 Page 1 of 1 SAPETY EVALUATION ,

The title Manager Nuclear Safety has been changed to Mans 6er Analysis Se rvices . Concurrent with this title change, the Independent Safety Engineering Group (ISEG), which formerly reported to the Manager Nuclear Safety, reporta directly to the Chairman Nuclear Safety Review Committee.

Ihis reporting relationship change will result in increased effectiveness of the ISEG, as well as, a higher level of management attention. This change is in accordance with the recommendations presented in NUREG 0737 Item I.B.I. The requested revisions to the NSRC membership do not affect the level of expertise represented in the NSRC since the same technical and management responsibilities are still embodied.

Due to the ISEG reporting relationship change described above, Sec tiono 6.2 3 1 and 6.2 3 4 shall be revised to reflect this change by replacing referenceo to Manager Nuclear Safety with Chairman Nuclear Safety Review Committee. This change will increase the effectiveness of the ISEG.

The proposed revisione do not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the Safety Analysis Report. These changes involve e organizational enhancemente and as auch, have no effect on plant equipment or the technical qualifications of plant personnel.

The proposed revisione do not create the possibility for an accident or malfunction of a different type than any evaluated previously in the Safety Analyato Report. These changen do not affect the overall number or qualifications of personnel who operate Wolf Creek Generating Station, nor do they involve any change to installed plant systema or the overall operating philooophy of Wolf Creek Generating Station.

The proposed revisione do not reduce the margin of safety no defined in the bania for any technical specification. These changes do not involve any changen in overall o rganizational commitmento or individual job responsibilities. Organizational modifications alone do not reduce any margin of safety.

Based on the above nnalysia, the proposed revisions to the VCGS Technical Specificatione do not involve an unreviewed anfety question.

Attachment II to KMLNRC 86-164 Paga 1 of 1 SIGNIFICANT HAZARDS CONSIDERATION The title Manager Nuclear Safety has been changed to Manager Analysis Services . Concurrent with this title change, the Independent Safety Engineering Group (ISEG), which formerly reported to the Manager Nuclear Safety, reporte directly to the Chairman Nuclear Safety Review Committee.

This reporting relationship change will result in increased effectiveneno of the ISEG, as well as, a higher level of management attention. This change is in accordance with the recommendations presented in NUREG 0737 Item I . B.1. The requested revisions to the NSRC membership do not affect the level of expertise represented in the NSRC since the same technical and management responsibilities are still embodied.

The Commission has provided guidance concerning the application of the s tandards in 10 CPR 50 92 by providing examples of Amendments that are not likely to involve Significant Hazards Considerations (48 FR 14870). Among those examples are, "A purely administrative change to technical

, specifications: for example, a change to achieve consistency througbaut the i Technical Specifications, corrections of an error, or a change in nomenclature" and "A change that constitues an additional limitation, restriction, or control not presently included in the Technical Specifications . . .".

J 1ae proposed revisions do not involve a significant increase in the phobability or consequences of an accident previously evaluated. These changes involve organizational modifications and enhancements and, as such, have no effect on plant equipment or the technical qualifications of plant personnel.

The proposed revisions do not create the possibility of a new or different kind of accident from any accident previously evaluated. These changes do not affect the overall number or qualifications of personnel who operate Wolf Creek Generating Station, nor do they involve any change to installed plant systems or the overall operating philosophy of Wolf Creek Generating Station.

The purposed revisions do not involve a significant reduction in a margin of safety. These changes do not involve any changes in overall organizational commitments or individual job responsibilities. Organizational modifications alone do not reduce any margin of safety.

Based on the above analysis and utilizing the guidance provided by tha Commission, it has been concluded that the proposed revisions to the Wolf Creek Generating Station Technical Specifications involve no significant 1 hazards considerations.
