APPENDIX A TO LICENSE N0. R-109 TECHNICAL SPECIFICATIONS FOR THE BRIGHAM YOUNG UNIVERSITY L-77 LABORATORY REACTOR A. Definitions
- 1. Reactor Secured The reactor facility is secured when the facility is locked and the alarm is activated to alert the dispatcher of the University Police of any unauthorized entry.
All ports will be locked shut.
SECTION I: FACILITY DESCRIPTION A. , Reactor Building
- 1. The reactor shall be housed in the Nuclear Laboratory.
- 2. The minimum free volume of the Nuclear Laboratory shall be 16,000 cubic feet.
B. Reactor Core The reactor core shall be maintained in its empty state.
SECTION II. Operational limitations and Restrictions A. Surveillance Doors to the reactor facility will be locked and alarmed.
The alarm will be activated to alert the University Police dispatcher if any unauthorized entry is attempted. This will be checked at least once each quarter.
B. Radiation Monitoring Radiation monitoring will be accomplished using Eberline TLD dosimeters. The dosimeters will be analyzed quarterly.

SECTION III. Administrative and Procedural Safeguards
' A. The reactor shall be under the ' control of a _ Facility Chief who is a former reactor operator and he, _ with the Reactor
' Administrator, shall be responsible for the safe maintenance of the reactor facility ~and its associated equipment.
B. _A Radiation. Safety Committee shall exist and will assure that the reactor is maintained in a safe and competent manner. The Committee shall approve all proposed changes in the' reactor _ facility. The Committee is composed of _ the Radiation Safety Officer- and. representatives from the' College of Physical-and Mathematical' Sciences, the College of Biological Sciences and the Director of Safety at Brigham
