This refers to the special safety inspection conducted by NRC inspectors
M. M. Holzmer
N. R. Williamsen, and P. L. Eng of this office on May 8

through 12, 1987, of activities at Unit 1 of the Zion Nuclear Generating
Station, authorized by License No. DPR-39 and to the discussion of our
i
findings with Mr. G. P11m1 at the conclusion of the inspection.
The inspection focused on the circumstances surrounding an event which
occurred on April 30, 1987, in which all four mainsteam isolation valves were

0)ened resulting in a safety injection and reactor coolant system cooldown.

the inspection. Within these areas, tie inspection consisted of a selectiva

examination of procedures and representative records, observations, and

interviews with personnel.
