We have evaluated your response of September 26, 1986, to our Notice of Violation

issued on August 29, 1986, concerning activities conducted at your Crystal River

facility under NRC Operating License No. DPR-72.

After careful review, we find you have presented no new information to change

our findings regarding the violation.

Our comments related to your response

are enclosed. We have evaluated your response to the violation and found that

it does not meet the requirements of 10 CFR 2.201; therefore, a supplemental

response is required. This supplemental response should be submitted within

30 days of the date of this letter.

NRC STAFF ASSESSMENT OF FLORIDA POWER CORPORATION RESPONSE

TO VIOLATION FOR CRYSTAL RIVER

We have evaluated your response dated September 26, 1986, to the violation

as stated in NRC Inspection Report No. 50-302/86-21 concerning your failure

to follow approved training procedures. Our analysis and conclusions are as

follows:

The NRC evaluation finds that the response dated September 26, 1986, fails to

meet the requirements of 10 CFR 2.201.b in that Florida Power Corporation's

response neither admits nor denies the subject violation, nor does the response

provide the reason (s) for the violation if admitted.

The NRC violation

302/86-21-01 is based on the literal meaning of licensed operator requalifica-

tion training procedure TDP-203, Revision 3, which states "The NOTS must notify

the operations superintendent via the NOTM of any unsatisfactory simulator

performance as evaluated by the simulator instructors during simulator training."

During the review of simulator records, it was noted that nine individuals

received an unsatisfactory simulator performance rating on one of the three

simulator drill scenarios. TDP-203, Revision 3, which was in effect during

the subject time period of the unsatisfactory ratings, required management to

evaluate the license holder's overall performance and determine the individual's

ability to continue performing licensed duties. Written documentation identify-

ing management's justification for continued operator duties was not retained,

nor does the evaluation appear to have been performed.

The evaluations and corrective steps outlined in the Nuclear Operations Training

Department interoffice correspondence dated June 27, 1986, adequately addresses

the subject of management's evaluation. With this interoffice correspondence and

the results of additional simulator training conducted, Item a.1 of 10 CFR 2.201,

corrective steps which have been taken and the results achieved, have been

adequately addressed.

In addition, Items a.2 and a.3 of 10 CFR 2.201, corrective steps which will be

taken and the date when full compliance will be achieved have been adequately

addressed via Revision 5, dated April 1, 1986, of procedure TDP-203.
