Dear Captain Brennan:

I have reviewed your draft paper, " Nuclear Power in the Soviet Union "

and I offer the following coments:

1. It seems to me that too much of the paper is devoted to infonnation on the Soviet energy program as a whole. Since the details of this energy program analysis have bery little impact or the choices being" made within the nuclear energv progran (or such influences could be sucinarized briefly), it doesn't seem to me that such a large intro-

~ductory analysis is in order.

2. The only reference to me which I found is on page 75, footnote No. 70, referring to an interview of 29 November 1979. I do not recall being of the opinion that the inability of site employees to comprehend ramifications of their job was a major factor in at least two nuclear incidents in the Soviet Union. I have no knowledge to support such an s opinion. I suspect you may have gotten your notes crossad up, because I do not remember discussing it with you. ,
3. I am enclosing two memoranda and recent translations of information on the Soviet program that may be of interest to you.

Thank you for sending me your draft thesis; I would like to keep it and your eventual published report for future reference.
