Gentlemen:
This refers to the special safeguards inspection conducted by Mr. J. L. Belanger
and Ms. G. M. Christoffer of this office on August 18-21, 1986, of activities
at Palisades Nuclear Plant authorized by NRC Operating License No. DPR-20 and
to the discussion of our findings with Mr. H. Esch and others of your staff at
the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice. The ins;,ection
showed that action had been taken to correct the identified violation and to
prevent recurrence. Our understanding of your corrective actions are described
in Paragraph 4 of the enclosed inspection report.
Consequently, no reply to
the violation is required and we have no further questions regarding this
matter at this time.
Additionally, however, we have noted in Paragraphs 2a, c, d and j what
appears to be a trend of slow fixes to noted problems, as demonstrated by
your commitments or completion tirre. We wish to bring this analysis to
your attention so that you will be able to discuss the trend during our next
inspection. Areas examined during this inspection concern a subject matter
which is exempt from disclosure according to Part 73, Title 10, Code of
Federal Regulations, Section 73.21(c)(2).
This information must be handled
and protected in accordance with the provisions of 10 CFR 73.21.
Consequently,
the enclosure to this letter and our report of this inspection will not be
placed in the NRC Public Document Room.
