COST ESTIMATE REQUEST FROM TOLED0 EDIS0N COMPANY TO INSTALL ADDITIONAL CIRCUITRY AT THE DAVIS BESSE NUCLEAR POWER PLANT'S ECC/ADMINISTPATION BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a comunications survey which was conducted at the Davis Besse facility by an NRC contractor representative during November 1983. Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunication equipment at the Davis Besse

site.

These arrangements consist of obtaining Toledo Edison Company's cost estimate to install additional telephone circuits in the ECC, and formalized permission to use space on the Met tower as a repeater location and on the ECC/ Administration Building roof as an antenna location, as described below.

The circuits, and repeater and antenna locations are essential elements of our emergency telecommunications plan for the Davis Besse site. It should be noted, that with the exception of the equipment installation described below, communications equipment will only be installed at any of the comunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the termination of the emergency or drill.

1. Agree to reserve an area on the roof of the ECC/ Administration Building for the installation of a Sinclair SRL-229 6 db gain antenna. The base of the antenna would be mounted at least 10 feet above the roof and at a minimum of 25 feet from any other antenna. It is suggested, in the interest of building appearance and roof construction impact, that a 10 foot piece of 3 inch heavy wall galvanized pipe be mounted at some convenient point to the screen wall surrounding the air conditioning unit.

This pipe would make a satisfactory mount for the antenna.

2. Install two WE-742 Terminal Blocks; one located in the NRC area of the ECC, the other on the roof of that building near the area reserved for the NRC antenna, in a weather proof container and using existing ducts. Exact placement to be determined by the Toledo Edison Company.

3. Install two DC control pairs (voice quality circuits) from the ECC terminal block to the roof terminal block. Lines can be run through existing cable ducts. ,

4. Agree to reserve an area at the 200 foot level of the Met tower for use by the NRC as an emergency repeater site. The low power of the equipment that would be installed at this point, coupled with the 50 feet of vertical separation between it and any meteorology ecuipment, will provide adequate radio frequency protection for the installed meteorology equipment.

Following receipt of your estimate NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.
