Docket No.: 50-369 and 50-370 10 SEP 1985 Mr. H. B. Tucker, Vice President Nuclear Production Department Duke Power Company 422 South Church Street Charlotte, North Carolina 28242
SUBJECT:
McGUIRE UNIT 1/ CYCLE 4 PEAKING FACTOR LIMIT REPORT CORRECTION
Dear Mr. Tucker:
Your letter of September 9,1986, notes that a certain portion of the curves for the W(Z) functions in the McGuire Unit 1/ Cycle 4 Peaking Factor Limit Report, as discussed in your letter of August 12, 1986, has been re-examined by Westinghouse and found to require a small increase near the top of the core.
You state that Duke Power Company has administratively implemented the revised curves pending NRC review, and request NRC approval of the revised curves pursuant to Technical Specification 6.9.1.9.
The NRC staff has reviewed the changes in the W(Z) functions and has discussed these changes with Westinghouse and Duke Power Company during a telephone con-ference call on September 10, 1986. We find that the changes are limited to the upper portions of the core (i.e., core height of 8 feet or more) and are small in magnitude (i.e., the maximum change in W(Z), which occurs at a core height of about 10 feet, is only 3 percent). These changes do not affect the station safety analysis or our conclusions in McGuire Unit 1 Amendment 60 and McGuire Unit 2 Anendment 41 as issued August 22, 1986. Accordingly, we find the W(Z) curves, as revised September 9,1986, acceptable.
In view of our prior review of the initial curves and the minor nature of the change, the requirenent in Technical Specification 6.9.1.9 which would provide a 60 day l
period of review by the NRC prior to cycle initial criticality need not apply and is waived for this case.
Sincerely, B.J. Youngblood, Director i
