OF ADDITIONAL CIRCUITRY AT THE BRAIDWOOD, DRESDEN AND LASALLE i NUCLEAR F0WER PLANTS' MAZON EOF BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS i

l Reference is made to comunications surveys which were conducted at the i

Braidwood, Dresden and LaSalle facilitie; by an NRC contractor representative during October 1983. Based upon these surveys, NRC Region III is initiating arrangements for the installation of contingency telecomunication equipment at these sites and the Pazon Emergency Operations Facility.

These arrangements consist of obtaining Comonwealth Edison Company's cost estimate to install additional telephone circuits in the E0F and formalized sermission to install temporary antennas during emergencies, or as described aelow. The circuits and antenna locations are essential elements of our emergency telecommunications plan for the Braidwood, Dresden and LaSalle sites.

It should be noted that, with the exception of the equipment installation described below, comunications equipment will only be installed at any of the comunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the termination of the emergency or drill.

We are seeking Comonwealth Edison Company's estimate for labor and material to accomplish the following tasks:

1. Install two WE-742 Tenninal Blocks at the Maron E0F; one located in the NRC area of the EOF, the other at the base of the State Antenna Tower ,

located at the EOF. The terminal box at the base of the tower should be enclosed in a weatherproof box to marked for NRC Emergency Use Only. protect then from the elements and

2. Install two DC control pairs (voice quality circuits) from the EOF terminal block to the base of the State Antenna Tower terminal block.
3. BRAIDWOOD - Agree to reserve the 200 foot level of the Met Tower for use by the NRC as an emergency repeater site. If this is not acceptable because of possible damage to, or interference with the installed microwave equipment, or is against existing company policy, ,

Comonwealth Edison Company g{p 4 g6 then permanently install a Sinclair SRL-229 6db gain antenna at the 200 foot level of the subject tower. Run a 7/8 inch foam transmission line from this antenna to the base of the tower and terminate the line with a weatherproofed UHF male connector. During an emergency situation that requires the installation of NRC radio equipment, make this antenna installation available to the NRC as a repeater antenna. The radio equipment would be installed at the base of the tower only when actually needed. This would completely alleviate any possible impact on the microwave systems as NRC technicians would only be attaching a repeater unit to a transmission line at the base of the tower during the actual emergency.

4. DRESDEN - Agree to reserve the 200 foot level of the Met Tower for use by the NRC as an eme qency repeater site. If this is not acceptable because of possible damage to, or interference with the installed microwave equipment, or is against existing company policy, then permanently install a Sinclair SPL-229 6db gain antenna at the 200 foot level of the subject tower. Run a 7/8 inch foam transmission line from this antenna to the base of the tower and terminate the line with a weatherproofed UHF male connector. If this is not acceptable because of possible damage to, or interference with the installed microwave equipment, or is against existing company policy, then permanently install a Sinclair SRL-229 6db gain anter.na at the 200 foot level of the subject tower. Run a 7/8 inch foam transmission line from this antenna to the base of the tower and terminate the line with a weatherproofed UHF male connector. Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not comence prior to receipt of the purchase order.
