Thank you for your letter dated August 6,1986 in response to our letter dated July 23, 1986 pertaining to allegations received about activities at the LaSalle County Station, Units 1 and 2, authorized by NRC Operating Licenses No. NPF-11 and NPF-18.
You were requested to initiate action in reference to the allegation pertaining to excessive consumption of alcohol by certain craft personnel prior to reporting to work and to advise us of your inquiry results (Allegation RIII-86-A-0041). Your August 6, 1986 letter shows that on one occasion (March 27, 1986) a contractor was determined to be " unfit for duty" because of apparent intoxication and on another occasion (April 25, 1986) a contractor was disciplined for trying to bring an alcohol beverage onsite.
We have concluded that the allegation was substantiated for at least one occasion. However, the combination of security force observations of personnel entering and working at the site, actions taken by the contractor supervisor when his employee was determined " unfit for duty," and other measures addressed in your letter appear to provide adequate level of awareness for onduty alcohol abuse. The continued effectiveness of your employee observation program may be evaluated during a future inspection.
