Dear Mr. Wilgus:
J. Partlow T. Barnhart (4)
GPA/PA By letters dated March 24, 1986 and January 14, 1987, you requested relief from certain ASME Code requirements that you determined to be impractical to perform at Crystal River Unit 3 (Relief Request Nos. 220 and 230). The enclosed Safety Evaluation (SE) contains our findings with respect to the requests for relief.
Relief is nranted as requested in Relief Requ*,st. No. 220, pursuant to 10 CFR 50.55a(g)(6)(1), based on our finding that the required ASME Code Section XI hydrostatic test for the identified portions of pipe is impractical. The alternative testing is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
Relief is also granted as requested in Relief Request No. 230 to use ANSI 4
N45.2.6-1978 in lieu of the ASME Code requirement of ANSI N45.2.6-1973 pursuant to 10 CFR 50.55a(a)(3), based on our finding that the proposed alternative would provide an acceptable level of quality and safety.
The request for relief complies with the standards and requirements of the i
Atomic Energy Act of 195a, as amended (the Act), and the Comission's rules and regulations. The Commission has made apprnpriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I.
Sincerely, Lester S. Rubenstein, Director Pro.iect Directorate II-2 Division of Reactor Projects-I/II
