Inspection Report No. 50-410/86-44
This report forwards the findings of the Emergency Preparedness Implementation
Appraisal followup of Nine Mile Point Nuclear Plant Unit-2, which was conducted
August 4-6, 1986, by Mr. W. Thomas and others of this office at Nine Mile Point
Nuclear Plant, Scriba, New York.
Areas examined during this inspection are described in the NRC Region I Inspec-
tion Report enclosed with this letter. This appraisal consisted of selective
examinations of procedures, representative records, facilities and equipment,
interviews with personnel, and observations of the inspectors.
During the previous inspection, our inspectors identified an area in which your
established Emergency Plan deviates from the guidance of NUREG-0654, in that
the Technical Support Center (Site Emergency Director) exercises control over
both on and off-site actions.
As a result of our review of your actions concerning this matter, this item is
satisfactorily resolved.
Within the scope of this inspection, no violations were identified and no
response to this letter is necessary. One item requiring corrective action is
identified in Section 5 of this report, along with the corrective actions
necessary prior to low power and full power license for this item.
