Subject: NRC Inspection

This refers to the inspection conducted by Mr. G. A. Brown, Team

Leader, and other NRC team members of thic office on August 4-8, 1986,

of activities authorized by NRC License Nos. DPR-13, NPF-10 and

NPF-15, and to the discussion of our findings held by Mr. Brown with

Mr. K. P. Baskin and other members of your staff at the conclusion of

the inspection.

Areas examined during this inspection are described in the enclosed

inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

No violations of NRC requirements were identified within the scope of

this inspection.

During this inspection we noted a problem with respect to the process

of making protective action recommendations to offsite agencies.

There appeared to be a conflict between the sheltering recommendation

of the Technical Support Center and the evacuation discussions that

took place in the Emergency Operations Facility. We are concerned

because a similar observation was made during your 1985 exercise. We

urge you to examine this matter and take appropriate corrective action

to assure that protective action recommendations Southern California

Edison makes to the offsite agencies are unambiguous.

In accordance with 10 CFR 2.790(a), a copy of this . letter and the

enclosure will be placed in the NRC Public Document Room.
