'RDM: P. M. Byron, Senior Resident Inspector, Davis-Besse iUBJECT: LICENSED OPERATOR COMMENTS ON AN INDIVIDUAL IN THE PLANT SHORTLY AFTER HIS USE OF ALCOHOL Jn 1/7/87 the Resident Inspector (RI) was walking down the control room panels with his back to the licensed operators who were near the operators' desk.

Tho RI noticed that the operators seemed to be intentionally talking loudly snough for the RI to ma overhear t lhe subject of their conversation wen the signifigance'of coming into the control room shortly af tcr drinking alcohol. he wen e operators' desk and asked the ,

sub icct. Reactor operator (RO) A said that he was not in a position to  !

omment because everything that he knew was "second-hand". At that point two l or more operators mentioned RD B by name, apparently because he was the only  !

paroon then in the control room who had been in the control room when the situotion may have occurred. The RI asked RO B if he knew anything about the c u b .t o c t . RO B indicated that he couldn't smell so he couldn't confirm the 1 cituation. The RI then verified who had been on shift the I

The RI discussed his findings with the SRI. o RIII security inspector on site, and the DRP Section Chief (via tolophone).

On 1/0/87 the RI was approached in the control room by RO A. RO A said that

  • cituction had occurred but that RD B's " nose didn't work" and that RO C "didn 't want to get involved". RO A said that he had talked to engineer D, who was on shift that night, and that engineer D assured RO A that the cituotion had occurred and that RO A could use his name in discussing the RO A further stated that seme operators had told him that the was shouting over the telephone so loudly in the Assistant Shif t l upcrvi sor 's ffice (contiguous with the control room) that they felt it was a

Tho incpection, inspectors feel that there is sufficient information to warrent further but feel parf ormed by someone that otherit would be appropriate that the inspection be then the resident inspectors.

Dear Mr. Smart:

NPC Region III recently received allegations concerning one of your employees and your fitness for duty program. The allegation involves unsubstantiated informatior that indicates an individual may have been on site shortly after drinking alcohol. '

The enclosure to this letter should be strictly controlled and distribution limited to personnel only with a "need-to-know" to protect the personal privacy of the individuals while your review is in progress. The enclosure is considered as Exempt From Public Disclosure in accordance with Title 10 Code of Federal Regulations, Part 2.790(a)(7).

NRC Region III expects that the Toledo Edison Company will fully analyze the allecation, initiate what you determine to be an appropriate investigation and take any action you detennine necessary.

We al.so request that the results of your review and disposition of these matters be submitted to us within 30 days of your receipt of this letter.
