M. Byron. Senior Resident Inspector, Davis-Besse FROM1 D. C. Kosloff, Resident Inspector, Davis-Besse SUBJECT 1 OPERATOR COMMENTS ON AN INDIVIDUAL ENTERING THE PLANT WHILE UNDER THE INFLUENCE OF ALCOHOL On le7/87 the Resident Inspector (RI) was walking down the control room psnel with his bact to the licensed operators who were in the vicinity of the operators' desk.
The operators were intentionally talking loudly enough f or the RI to eas11 verb he subject of their conversation was the s1gniftgance of coming into the control room under the influence of alcohol.
he came over to the operators' desk and asked the nearest operator la reactor operator; if he knew why they were discussang th issue.
He said that he was not in a positters to comment because everything that he knew was "second-hand".
At that point two or more of the operators menttoned the naaie of another reactor operator (RO) in the control room, apparentl y because he was the onl / person then in the control room who had been in the cor trol room when the event mentioned may have occurred.
The RI asked the RO If he knew why this issue had been discussed.
The RO indicated that he could not. confirm such an occurence.
The RI then verified who was or shift the event of 12/31/86.
This date was selected because the RI knew that had come into the plant from home on that evening.

The RC acknowledged that he had been in the control roo at evenin The RI asked the RO If he had noticed any indication that had been drinking.
The RO said that he had seen no such in aca tons, e
O further stated that had been a little loud but that he considered that normal behavior.
he also stated that tempers were a little short in the plant that night but that he did not consider that to be the result of the use of alcohol.
The RI discussed his findings with the SRI and a RIII security inspector and they all agreed that there was no credible evidence that'any improper behavior had occured.
