Dear Sir:

Florida Power Corporation (FpC) hereby submits Technical Specification Change Request No. 156 requesting amendment to Appendix A of the Operating License No. DpR-72. As part of this request, the proposed replacement pages for Appendix A are provided.

This . submittal proposes to revise the Technical Specifications to reflect the installation of a dedicated emergency feedwater tank which will serve as the primary source of water for the emergency feedwater system.

Installation of this tank will be completed prior to the startup from Refuel VI. This proposal and the evaluation of the proposal are provided in Attachment A.

Additionally, an update to the bases has been provided in Attachment B.

This bases update reflects the installation of the dedicated emergency feedwater tank and analysis clarifications which were previously submitted by letter 3F0187-14 dated January 15, 1987 from W. S. Wilgus (FPC). These clarifications were based on improved understanding of the length of time and amount of feedwater required for cooldown following a postulated loss of offsite power.

1.3 DESCRIPTION

OF REQUEST:

This submittal requests Technical Specifications be revised to reflect instal-lation of a dedicated emergency feedwater tank. This tank will be the new primary source of water for the emergency feedwater system.

REASON FOR REQUEST:

The new dedicated energency feedwater tank will replace the existing conden-sate storage tank as the primary source of wate:r for the emergency feedwater (EFW) system. The Technical Specification is being revised to describe this modification.

SAFETY EVALUATION OF REQUEST:

During the performance of the emergency feedwater evaluation for NUREG-0737 iten II.E.1.1, FpC determined tornado missile protection should be provided for the EFW water supply. Tornado missile protection is being provided for the EFW system water source by installation of the new dedicated Energency Feedwater Tank.

The dedicated EFW tank has been designed to meet or exceed the design require-ments of the existing condensate storage tank. The EFW tank is a seismic Cat-egory I structure and will therefore, withstand the effects of earthquakes.

Additionally, the tank is enclosed by a missile protected, seismically quali-fled concrete structure. This enclosure not only provides protection against tornado missiles but also environmental effects such as wind and wave loads.

The tank will also provide a useable water volume of 150,000 gallons of con-densate quality water.

Replacement of the condensate storage tank with the new dedicated energency feedwater tank will

1) help assure availability of a primary source of cooling for the EFW system by providing tornado missile protection,
2) allow increased cooling capability due to greater available water volume, and
3) provide improved water quality resulting in a reduced potential for steam tjenerator internals degradation.

SHOLLY EVALUATION OF REQUEST:

Florida Power Corporation (FpC) proposes this amendment does not involve a significant hazards consideration. The design of the dedicated emergency feedwater tank meets or exceeds the design requirements of the existing emergency feedwater system primary water source (condensate storage tank).

The emergency feedwater tank has been designed to withstand the effects of environmental loads including tornado missiles. It has also been designed to provide an increased useable volume of condensate quality water.

Based on the above, FPC finds the amendment will not.

1) Involve a significant increase in the probability or consequence of an accident previously evaluated because of the increased reliability and capability of the emergency feedwater tank.
2) Create the possibility of a new or different kind of accident from any accident previously evaluated because the proposed change introduces no new mode of plant operation and provides for an additional volume of water for the emergency feedwater system.
3) Involve a significant reduction in the margin of safety. This change will increase the margin of safety relative to cooldown of the reactor coolant system because it will increase the cooling capability of the emergency feedwater system.
