SUPJECT: TECHNICAL SPECIFICATIONS RELATING TO THE USE OF A MOBILE VnUIME REDUCTION SYSTEM (MVRSI AT DRESDEN STATION (TAC 56373, 56374)

Dresden Nuclear Power Station, Unit Nos. ? and 3 The Commission has issued the enclosed Amendment No. 93 to Provisional Operating License No. DPR-19 for Dresden Unit 2 and Amendment No. 88 to Facility Operatina License No. DPR-25 for Dresden Unit 3.

The amendments are in response to your application dated December 4, 1984.

The amendments relate to an MVRS built by the Aerojet Energy Conversion Company (AECC) for the treatment of licensed material by incineration. The MVRS was approved for use on a aeneric basis at nuclear power stations by the staff in a letter to AECC dated October 16, 1984.

Its use on a plant specific basis under 10 CFR 20.305 was approved for the Dresden Station in a letter to you dated August 13, 1986. Since the MVRS contains two additional effluent release points, the aforementioned amendments to the Technical Specifications (TS) consist of additions, noting the aviilability of radioactive gaseous effluent monitoring instruments in the MVPS, to TS Tables 3.2.5, 4.7.3, and 4.8.1.

These instruments will monitor for radio-active particulates and iodines in the process and ventilation exhausts resulting from the operation of the MVRS.

l The staff finds that the proposed additions meet the requirements of NUREG-0473, " Radiological Technical Specifications for RWR's," Revisiw 2, February,1980, and do not remove or relax any existing radiological effluent TS.
