20555 PLANT HATCH - UNIT 1 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 SCRAM TIME MEASUREMENT TECHNICAL SPECIFICATIONS REVISION Gentlemen:
Based on conversations with the NRC on May 5, 1987, Georgia Power Company (GPC) hereby revises our February 13, 1987 Technical Specifications revision submittal on scram time measurement.
The change will add the formula for calculating the statistical scram speed limit to the Bases sections of the Unit 1 Technical Specifications.
Note that the mean and standard deviation of scram speeds presented in this formula are different than those currently in Section 3.ll.C.2 of the Unit 1 Technical Specifications.
As discussed in GPC's February 13, 1987 submittal, the new mean and standard deviations have been determined from a growing BWR industry data base for scram speeds
id are a part of General Electric's new GEMINI transient methodology.
The Unit 1 Cycle 11 transients were analyzed using NRC-approved GENINI methods.
The current Unit 2 operating cycle was analyzed with the-older GENESIS transient methodology.
It is technically prcper to retain the current formula presented in Section 3.2.3.b in the Unit 2 Technical Specifications until the next cycle when _ the switch to GEMINI methods will be made for. Unit 2.
Therefore, pages 3/4 2-6 and 3/4 2-7 in the Unit 2 Technical Specifications should not be revised per the February 13, 1987 submittal, but left as they appear in the currently approved Specifications.
GPC will submit a Technical Specifications revision for Unit 2 to support the u;e of GEMINI methods for the next cycle at a later date.
This submittal will present the revised formula for - calculating the statistical scram speed in - the Unit 2 Bases, similar to.what has been proposed for Unit 1.
The revision is strictly administrative in nature and has no impact-j on the significant hazards evaluations contained -in the February 13, 1987 submittal.
The revised Technical Specifications Bases page is enclosed.
