Special Report on Inoperability of Fire Barrier The Omaha Public Power District (0 PPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1, Technical Specification Section 2.19, " Fire Protection System".

Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either established a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol.

Restore the nonfunctional penetration to functional status within seven days, f or prepare and submit within an additional 30 days a report to the Nuclear Regulatory Commission. This report is being submitted pursuant to Technical Specification 5.9.3.

On May 18, 1986, the floor plug separating fire areas 34A and 34B was removed for the installation of modification MR-FC-81-92, " Emergency Exit from Room 20 to Room 57". Since this rendered the fire barrier separating the fire areas inoperable, a continuous firewatch was posted at that time. The fire barrier has been inoperable in excess of seven days. The modification is as yet incomplete, and the fire barrier will remain inoperable until the modification work is completed. The firewatch will continue until the fire barrier is

! restored to operability at which time the firewatch will be terminated. This l is estimated to be on or about September 1, 1986.

Martin LIC-86-399 Page 2 1 Due to an oversight (which is being dealt.with internally via Operations Incident Report No. 2504 to prevent recurrence), this report was not issued within the 30 day limit specified in Technical Specification 2.19(7); a follow-up report will be issued within 30 days after restoration of fire barrier integrity.
