This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

J. L. Kreh on April 21-24, 1987. The inspection included a review of emergency

preparedness program activities authorized for your Browns Ferry facility.

At

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

,

and representative records, interviews with personnel, and observation of

'

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

The enclosed inspection report documents an oral commitment (see Paragra

made by a licensee management rearesentative during the exit interview.ph 6)

your understanding of this comm tment differs from the report statements,

please inform this office promptly.

As a result of the inspection, we have determined that your current schedule

for completion of corrective actions resulting from IE Bulletin No. 79-18'is

not timely (see Paragraph 8.a of the enclosed inspection report).

We request

that you revise the Browns Ferry Nuclear Performance Plan so as to confirm the

!

continuing availability of compensatory measures and to provide a schedule for

completion, in a timely manner, of an effective plant evacuation alarm and PA

<

system.

In accordance with Section 2.790 of the NRC's " Rules of Practice " Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and i,s enclosure

will be placed in the NRC Public Document Room.
