Gentlemen:
This refers to the inspection conducted by Mr. James A. F. Kelly of this office
during the period March 23-26, 1987, of activities authorized by NRC
Construction Permits CPPR-128 and CPPR-129 for South Texas Project, and to the
discussion of our findings with Mr. A. O. Hill and other members of your staff
at the conclusion of the inspection.
-Areas examined during the inspection included:
the security plan and
implementing procedures; management effectiveness; security organization;
security program audit; records and reports; testing and maintenance; locks,
keys, and combinations; physical barriers
protected areas; physical barriers
- vital areas; security system power supply; lighting; compensatory measures;
assessment aids; access control
personnel; access control
packages; access
control
vehicles; detection aids
protected areas; detection aids - vital
areas; alarm stations; communications; personnel training and qualification -
general requirements; and safeguards contingency plan - implementation review.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and

observations by the NRC inspector.
The inspection findings are documented in
the enclosed inspection report.

Within the scope of the inspection, no violations os deviations were
identified.'
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an-inspection

summary, will not be placed in the Public Document Room.
